Five answers, and nothing here is a commitment. Brand workspaces are opened by hand: we read every application, come back to you about the states you sell in and how you want to work, and set the workspace up from what you tell us here. Nothing is created until we have spoken.

Only states with an enacted program are listed. Pick where you actually sell — a state you are not in has no obligation, and adding it only adds noise.

Your role in the supply chain *This decides who owes. In every enacted state the obligation resolves to the brand owner, which is the corporate entity behind the brand rather than the individual location that sold the item. It is the fact most often gotten wrong, and it is usually gotten wrong in the direction that leaves the corporate entity exposed.

Only relevant to Oregon, and only because a federal injunction there currently pauses producer fees for NAW members specifically. If you are not a member, Oregon applies to you in full — “Oregon is enjoined” is a common and expensive misreading of that order. Tick this only if the membership is real.

What happens next. A person reads this, not a queue. We come back to you about scope and terms, and only then does the workspace exist. If you would rather see the product before you write anything down, the demo workspaces are open at /demo and need no application.

Why we ask who signs. Substrate never files on your behalf. It produces the upload-ready report and a named person at your company reviews and submits it, because the legal responsibility is theirs and cannot be handed to software.

Where a number will not appear. For states that have not published their rates, we will show you the structure and say the price is not set — we will not show you $0, because $0 reads as “nothing owed” and that is the one wrong answer with real consequences.
